Monroe,
Wisconsin. Today, January 2, 2003, Pastor Ralph Ovadal will present
evidence to Green County District Attorney Gary Luhman detailing an
apparent conspiracy by Planned Parenthood of Monroe (PPM) to cover up
sexual abuse and the statutory rape of underage children. The evidence
will be accompanied by a five-page letter from Pastor Ralph Ovadal and
will include, but not be limited to, the following physical evidence:
1) An audio tape of a phone conversation between a Planned Parenthood
employee Joleen and a caller who identifies herself as being thirteen
years of age. In the phone conversation, the girl clearly tells Joleen
that she is thirteen years old and her boyfriend is twenty-two years old.
In spite of state law which mandates that Planned Parenthood must report
such cases of statutory rape, instead Joleen arranges an out-of-state
abortion for the girl in order to avoid Wisconsin’s parental consent
laws. Joleen further agrees to put the girl on birth control pills, thus
offering to cover-up and facilitating an ongoing statutory rape. The audio
tape was provided to Pastor Ovadal by Life Dynamics Incorporated who will
verify its authenticity (www.childpredators.com).
2) A video tape segment showing an apparently learning disabled, underage
girl handing out condoms to passers-by on the public sidewalk in front of
Planned Parenthood of Monroe. The girl regularly receives condoms from
PPM. Members of Christ the King Church [renamed Pilgrims Covenant
Church] are also prepared to testify that
they have seen PPM give condoms to children as young as eleven years old
and encourage them to stand in front of PPM offering the condoms to
passers-by. At the same time, PPM has never notified the local law
enforcement officials of these children as possible cases of sexual abuse
or statutory rape.
3) A sexually explicit brochure given to an eleven-year-old boy by PPM who
in turn gave it to members of Christ the King Church. CKC members are
prepared to testify to that incident and many more, including seeing
children as young as ten exit PPM with bags of popcorn given to them by
PPM staff!
4) Photos taken of the office windows of Planned Parenthood of Monroe. The
sexually oriented pictures clearly target youth.
The packet will also be given to the local press, the Green County
sheriff, the Monroe police chief, Green County Health Department
officials, Monroe School District officials, the administration of the
Monroe Clinic, and a host of other state and county officials.
“Planned Parenthood employees are required by law to report all cases
of possible sexual abuse or statutory rape. Children under the age of
sexual consent seeking birth control devises and abortions clearly fall
under those statutes. Not only does Planned Parenthood of Monroe
facilitate sexual crimes by not reporting such children to their parents
and the proper authorities, but also they have apparently been pro-active
in assisting sexual criminals to cover up statutory rape! Today, I will be
asking D.A. Luhman to bring criminal charges against the Planned
Parenthood employee named Joleen who has been caught on tape committing
several crimes. I will be asking him to impanel a grand jury to look into
possible indictments against other PPM workers. Lastly, I will ask him to
notify PPM that they are not to service any children under the age of
sexual consent pending the outcome of his investigation. I will also urge
D.A. Luhman to notify PPM that in the future, they will be required to
report all instances of sexually active, underage children to the proper
authority in case they are being abused by adults. Today, we will be
giving our evidence packet to local law enforcement officials. In the
coming days, we will be giving it to a host of individuals who need to be
warned of Planned Parenthood’s unlawful activities to avoid possible
criminal or civil actions themselves.”

presented to DA Luhman.

Dear Mr. Luhman,
Planned Parenthood of Monroe (PPM) is located on the fifteen
hundred block of 11th Street and is an affiliate of Planned Parenthood of
Wisconsin. PPM is funded in part by both state and federal tax subsidies.
In Green County, PPM also administers the State of Wisconsin program
"Wisconsin Woman's Wellness." PPM does receive remuneration for
administering that program.
PPM also charges for many of its services. I am making you aware
that Planned Parenthood of Monroe has conspired to cover up the statutory
rape of area children. In the process, PPM workers have broken state law
which mandates that health care workers and medical service providers must
report reasonable suspicion of child sexual abuse. The staff of
"reproductive health care clinics" are certainly not immune from
that law. Indeed, any adult who facilitates and covers up the sexual abuse
of children is certainly in violation of the law. That is exactly what the
staff of Planned Parenthood of Monroe has done and continues to do
virtually every day that they are open. I make that allegation with the
following foundation:
1) Planned Parenthood of Monroe provides sexual and pregnancy counseling
to sexually active, underage children without parental consent or
notification.
2) Planned Parenthood of Monroe provides birth control devices and
chemicals to sexually active, underage children without parental consent
or notification.
3) Planned Parenthood of Monroe refers pregnant underage girls to
out-of-state abortion clinics without notification of their parents or
guardians.
4) Planned Parenthood does all of the above without notifying the
appropriate legal authorities that the children in question are involved
in sexual activity before the age of consent and therefore, in at least
some cases, are no doubt the victims of child sexual abuse or statutory
rape.
I submit that Planned Parenthood of Monroe is involved in an
ongoing pattern of violation of the laws of the State of Wisconsin
regarding the reporting of possible sexual abuse of children. The evidence
to further validate such a conclusion includes, but is not limited to, the
following:
1) Virtually every day that Planned Parenthood of Monroe is open, PPM
staff provide their "services" to sexually active children who
are under the age of consent. Obviously, a pregnant girl under the age of
consent, or a sexually active, underage boy or girl, presupposes child
sexual abuse may be occurring, including statutory rape. Nevertheless, PPM
routinely ignores state law which mandates that they must notify legal
authorities of these cases. Rather, they provide the underage children
with birth control devices to facilitate the sexual activity and arrange
abortions to hide that activity from the parents and guardians of the
children and also from legal authorities.
2) Planned Parenthood of Monroe publicly and privately assures underage
children engaged in sexual activity that PPM staff will not notify
their parents, guardians, or the legal authorities of that fact, thus
providing security for those adults involved sexually with underage
children.
3) Planned Parenthood of Monroe targets youth for their services and
validates underage sexual activity, both homosexual and heterosexual, with
the materials that they give out and the advertisements on their office
windows. (See enclosed photos taken of PPM's office windows 12/20/2002.
FYI, the rainbow flag is a "gay liberation" symbol.)
4) Members of Christ the King Church have witnessed children appearing to
be as young as ten to twelve years old exit Planned Parenthood with
condoms given to them by PPM staff. We have also seen girls appearing to
be as young as twelve years of age exit PPM with birth control pills. We
have spent literally thousands of hours on the public sidewalk in front of
Planned Parenthood of Monroe and testify that a large number of PPM's
customers are underage children.
5) Christ the King Church members on one occasion witnessed children as
young as ten exiting Planned Parenthood of Monroe with bags of popcorn!
Apparently, PPM was giving out popcorn to children under the age of
consent as some sort of a promotional scheme.
6) Members of Christ the King Church have witnessed Planned Parenthood
workers encouraging and equipping underage children, including in several
instances a boy we knew for a fact to be eleven-years-old, to offer
condoms to passers-by on the public sidewalk which they subsequently did.
This has happened on a number of occasions. Please view the two and-a-half
minute video which I have provided with this letter. You will see a minor
girl with a bag of condoms given her by PPM. The girl, who appears to have
some mental limitations, is attempting to give out condoms to adults. This
girl is a regular customer of PPM. We have many times seen her
exit PPM with a bag of birth control devices. It goes without saying that
she is a child at risk of sexual abuse and quite probably is being
sexually abused by adult men. Has anyone from Planned Parenthood of Monroe
reported this child's situation to the proper authorities?
7) Planned Parenthood of Monroe routinely gives sexually explicit material
to underage children without parental permission or notification. (See
enclosed example given to a CKC member by an eleven year-old child exiting
PPM.) Some of the material, such as the sample provided, contains content
which violates State Statute 948.11. Members of CKC will testify that this
brochure was given to a minor by PPM.
Mr. Luhman, as district attorney for Green County, I am sure you
are aware of the grievous and increasing incidents of underage children
being seduced into sexual activity by adults. Reliable statistics indicate
this is a nationwide problem and certainly Green County has not been
exempt from it. In light of that and the evidence I have delineated above,
there can be no doubt that Planned Parenthood is in violation of the laws
of the State of Wisconsin relating to their interaction with sexually
active individuals under the age of consent. But please consider even more
evidence to confirm the obvious.
I have included with this letter an audio tape and transcript
provided to Christ the King Church from Life Dynamics Incorporated (www.childpredators.com).
The tape and transcript are the result of an investigation LDI did of
eight hundred Planned Parenthood clinics nationwide. The conversation that
you will hear on the tape took place on February 28, 2002 beginning at
9:20 AM. I only just received this tape December 20, or I would have
gotten it to you sooner. The conversation is between a Planned Parenthood
of Monroe staffer named Joleen and a person affiliated with Life Dynamics
Incorporated. LDI will verify the authenticity of the phone call upon
request. This tape has provided us with hard evidence of the obvious,
which is that Planned Parenthood of Monroe routinely, and in some cases
blatantly, violates state statutes concerning mandatory reporting of not
only probable child sexual abuse but also actual child sexual abuse.
Worse, PPM employees apparently even conspire to cover up statutory rape!
On February 28, 2002, the Planned Parenthood employee named Joleen
committed several crimes when she: a) counseled and aided a young girl to
cross state lines to avoid Wisconsin's parental notification law regarding
underage pregnant girls, b) failed to report an obvious case of statutory
rape to local law enforcement officials, and c) agreed to provide a
thirteen-year-old girl with birth control pills so that her
twenty-two-year-old "boyfriend" could continue to rape her.
As I said, the LDI taped phone conversation solidly proves my
contention based on long-term observation and other evidences that Planned
Parenthood of Monroe routinely violates state law in their dealings with
children below the age of sexual consent. Now that Planned Parenthood of
Monroe is aware of the LDI investigation, they may well refrain from
breaking the law during phone conversations; but the fact remains that
they have already broken the law and have obviously continued to do so in
personal interactions with sexually active, underage children. Quite
frankly, given PPM's mission and their methods, I do not see how they can
keep from breaking the law virtually every day that they are open!
1) Every time that a Planned Parenthood of Monroe employee or
representative counsels a sexually active child and/or provides a child
with birth control devices, they are breaking the law unless they notify
the proper authorities that an adult may be involved sexually with that
child.
2) Every time that a Planned Parenthood of Monroe employee or
representative assures a sexually active child that they need not reveal
the age of their partner, that is a violation of the law.
3) Every time that a Planned Parenthood of Monroe employee or
representative is, for any reason, aware that a child is sexually involved
with an adult and they do not report that situation, that is a violation
of the law.
4) On February 28, 2002, a Planned Parenthood employee did indeed break
the law by conspiring to cover up and facilitate the sexual abuse of a
thirteen-year-old child by a twenty-two-year-old man. The caviler way in
which the PPM employee engaged in that activity appears to strongly
suggest the crime was not an anomaly.
Mr. Luhman, I am asking that you immediately notify Planned
Parenthood of Monroe that they are not to accept underage
"customers" pending an investigation into the allegations
provided to you by this letter. I am requesting that criminal charges be
brought against the Planned Parenthood worker named Joleen, whose voice is
identifiable from the LDI audio tape. I am further requesting that you
convene a Grand Jury investigation to consider indictments against other
workers of Planned Parenthood of Monroe. I would respectfully remind you
that, given the evidence you have in your possession regarding Planned
Parenthood of Monroe, it is incumbent upon you to move judiciously to
protect the children of Green County in this extremely serious matter, no
matter how politically charged your actions may be. Someday in the not too
distant future, an underage girl may die from complications stemming from
a Planned Parenthood facilitated out-of-state abortion to kill a preborn
child conceived through sexual activity with an adult man. An underage boy
may come forward and report that Planned Parenthood provided him with the
condoms which were used by an adult during his rape. A girl not yet at the
age of consent may come forward and reveal that Planned Parenthood put her
on birth control pills so that an adult could cover up his sexual abuse of
her. Perhaps a parent or guardian will be the one to expose such
egregious, unlawful activity against a child under his or her care.
Perhaps an adult will come forward and document the horror of sexual abuse
which took place against him or her as a child with Planned Parenthood's
assistance. In any case, surely those authorities who had been provided
with the evidence of wrongdoing by PPM which you have in your possession
will be nothing less than accessories to a cover-up of statuary rape if
action is not taken on the evidence provided. This in turn would make
those authorities not only civilly liable but perhaps criminally as well.
The members of my church and I who have witnessed the things
documented in this letter are more than willing to testify under oath in
any deposition or court proceeding. For the sake of the young people
involved, we are determined to press the matter until we see the unlawful
activities of Planned Parenthood of Monroe brought to an end. The
individuals from Life Dynamics Incorporated who provided us with the audio
tape (559-WI) which I have forwarded to you are also willing to testify
concerning its contents.
I have great confidence that you will take action to protect the
children of Green County after considering the evidence which I have
provided you. I am sure that you will do so purely motivated by a concern
for the young people of our county and their parents as well as the laws
of the State of Wisconsin. Thank you in advance for your prompt, decisive
action in this matter.

officials, such as Monroe School District officials, in order to alert
them to the danger that Planned Parenthood of Monroe poses to the children
of Green County. Copies have also been given to the press in the hope that
they will do their part to expose this dangerous situation.
