year, WCU learned that Rep. Mark Pocan had plans to introduce two
pro-homosexual pieces of legislation into the Wisconsin State Assembly in
2002. If passed into law, one bill would mandate health insurance benefits
for the "domestic partners" of homosexual state workers and go
so far as to also mandate those benefits for a number of county and
municipal workers as well. Pocan's other bill would, for all practical
purposes, create a legal marriage status for homosexual couples. Neither
bill has been introduced or assigned a number yet.
This past December, WCU began a pre-emptive campaign to show state
lawmakers how strongly most Wisconsin residents oppose pro-homosexual
initiatives in general and Pocan's bills in particular. Persons in WCU's
network have been encouraged to contact their state legislators regarding
the bills. In addition, WCU began contacting churches to make postcards
available for those who desired to make their opinions known that way to
their state representatives and state senators (see below). Although the
campaign is still ongoing, already nearly 12,000 sets of postcards have
been distributed on request for a total of almost 24,000 postcards. WCU
will continue the campaign through the end of January. Just as a similar
campaign was a fatal blow to Rep. Pocan's hopes for several pro-homosexual
bills in 1999, the word from the Capitol is that the postcards are having
a big effect and that Rep. Pocan's bills will probably never get out of
committee if they are introduced at all. As we have for years, WCU
continues to distribute the truth about homosexuality via our various
pamphlets to thousands of Wisconsin homes every month through weekly
literature dropping.

Wisconsin used to be a national leader, it can barely even be considered a

as good as anti-gay organizations like Wisconsin Christians United at
influencing legislators' votes. `How do we get a rapid response team like
Wisconsin Christians United? We need something just like that,' Pocan
said. `We should make sure we've got something in place when legislation
is introduced in case something happens.'"

If he has not already done so, Rep. Mark Pocan will soon be introducing
two pieces of legislation which I am asking you to work and vote
against. The first of Mark Pocan's bills would create a classification
of "domestic partner" in state law for the express purpose of
granting sexually immoral relationships virtually all the recognition,
rights, and protection legally granted to marriage between one man and
one woman. Rep. Pocan's other bill would mandate that health benefits be
given to the sexual partners of state workers, and in some cases,
municipal and county workers. I am very strongly opposed to both bills
and strongly urge you to do everything you can to ensure that those
proposals, and any others that encourage, protect, and fund immorality,
do not become law in our state.
