Dear Governor McCallum,
Since you assumed the office of governor, many people with
Wisconsin Christians United have asked, in some cases almost begged, you
to take action to ensure that the open nudity on the DNR beach near
Mazomanie would come to an end. This we have done out of concern for God's
standard of law, the children of our state, and the moral climate in which
we all live. Thus far, you have refused to make a commitment to do what is
right in that regard.
Romans 13 mandates that you, as a ruler, are to "execute wrath
upon him that doeth evil." Governor McCallum, it is evil for
individuals to appear nude in public; and it is the epitome of evil to
expose and include children in that nudity. I must tell you also that it
is evil to allow such a perverse travesty to continue when it is within
your power to bring it to a halt. Of course, you do have the power
necessary to end the madness at Mazo; you need only to have the integrity
and courage to exercise that power. Being the chief executive of our
state, you are constitutionally required and empowered to order the
appropriate district attorney to uphold several state laws forbidding
public nudity, just as those laws are upheld everywhere else in our state.
"The governor . . . shall take care that the laws be faithfully
executed" (Wisconsin State Constitution, Article V, Section
4).
Considering the nudity at Mazo is taking place on state land, you
can also easily order the department responsible for that land, the DNR,
to forbid nudity on it. A simple sign to that effect is all that is
necessary to then arrest violators for disorderly conduct. Everyone knows
this to be true, no matter how state officials might argue to the
contrary. Likewise, as a result of WCU grassroots education, more and more
people are beginning to realize that the State of Wisconsin has suspended
the law in one small enclave of our state for the benefit of an elite
group of sexually immoral individuals who want to cavort naked on public
property no matter who is harmed by their escapades, including young
people in the area or on the river. In addition to self-evident proof of
that assertion, I offer just two items found during a WCU Freedom of
Information search of DNR files:
"Consultations with our FOMB attorney, meetings with regional
DNR staff, and finally, meetings between our representatives and attorney
and the head DNR administrator, DNR attorney and DNR Secretary George
Meyer occurred in the spring of `94 . . . Our retained legal advisor
drafted a letter to the DNR administrator in March of `94 substantiating
the agreements that were reached in the meetings."

"The District Attorneys in the counties along the Riverway
were contacted [by the DNR] to establish a uniform enforcement consensus
[which included an exemption of prosecution for nudity on the Mazo beach]
. . . . Nudity off that portion of the Mazomanie Unit beach that has
traditionally been used by unclothed persons would in most circumstances
warrant prosecution."

Governor McCallum, it is past time that the outrage on Mazo beach
came to an end. It is my prayer that you will take your position as
governor seriously and have enough fear of God to move immediately to put
an end to the nudity on the Wisconsin River near Mazomanie. Should you do
so, you will earn the respect and gratitude of many of this state's
citizens. Should you refuse to do so, I do not see how you will be able to
expect pro-family, pro-morality citizens to support you with enthusiasm,
if at all, in the next election. As for Wisconsin Christians United, we
intend to continue to take whatever steps we deem appropriate to stand for
God's standards and protect the children of this state.
