". . . I assure you that we are more
resolved to ensure that one group of people does not infringe on the
rights of another group. . . . Staff are finding that the protesters are
harassing, surrounding and labeling as sinners, perverts, etc. all persons
that park in that parking lot . . . The words used, and the actions taken
by members of your group certainly could cause a normal person to react
negatively. Since these situations have been caused solely by the actions
of members of your group, we would hold you and your group responsible for
what occurred. You mentioned that there was an incident where the use of
pepper spray was threatened. It appears that more of the property users
are feeling very threatened by the conduct of your group. Pepper
spray is legal in Wisconsin, and can be used for self defense. Please
advise your group to avoid conduct which may be perceived as threatening
by other persons. . . . The beach at Mazomanie has been used by
people very peacefully for clothing optional uses . . . The only concern
of violence started last year when you and your group started protesting,
and you are the persons causing this situation. If you truly wish to avoid
an explosive situation, and an 'ugly, perhaps tragic incident' it is up to
you to change the behavior of your group."
